通函一:集装箱底板负荷/限制—全球(From UK)

协会获悉,船公司近来发现越来越多的标准集装箱木底和底架发生损坏的情况。其中一个原因是集装箱底板的质量问题(尽管仍然符合ISO 的相关规定),新制作的集装箱所采用的木材质量下降。造成上述问题的主要原因是将沉重货物集中装入集装箱内(没有适当地将货物重量分散置于较大表面)和/或在集装箱内使用较重的铲车装卸货物。由于操作不当,货物和设备有可能在操作过程中受损,更重要的是有可能导致进行集装箱装卸作业的人员受伤。具体请查看通函一。

通函二:检查单 – 印尼煤矿 – 自热事故(From UK)

货物因自热引发的事故特别是因装载印尼煤矿而导致的事故近年有上升的趋势。事故发生主要跟货物自身的性质有关,另外煤矿装船前的处理方法有时也会加大事故发生几率。虽然《散货规则》附件一已经对煤矿的安全运输做出了相关规定,但是考虑到煤矿的潜在危害性,协会特别准备了此检查单(见附件),作为补充性的指导性备忘录,列明了装船前、装船中、装船后以及运输途中的各个注意事项,供发货人、船东、租船人、货物检验员、船员以及其他与装运煤矿相关的当事人参考。具体请查看通函二。

通函三:《镍矿安全运输指南》(From SOE)

日本海事协会 (ClassNK)最近发布了《镍矿安全运输指南》,希望能给易液化散货特别是镍矿的安全运输提供一些帮助。

通函四:港口国管制(PSC)- 亚太地区(From SOE)

东京备忘录(Tokyo MOU)近期公布了2010年亚太地区港口国管制年度报告。
在此,协会特别提醒会员注意以下几点:

表现不佳船舶
东京备忘录自去年开始对外公布”表现不佳的船舶” 清单(过去12个月内被扣留三次以上的船舶),希望以此提醒船旗国和船东,亚太区域内的每一个港口国和挂靠港都会对该清单上的船舶进行检查。

船龄、船型、船旗、过去几次检查发现的缺陷数目、滞留次数等都是港口国决定是否对船舶进行检查的考量因素。
PSC检查的准备工作
PSC检查员如何开展检查工作很大程度上由他的第一印象决定。因此船员应该尽量与检查员合作留下良好印象。协会建议会员下载船级社的检查表并作相应更改,以应对PSC检查,防止滞留。此处附上几个检查表的链接供大家参考。

Circular 1: Container floor loadings/limitations – Worldwide (From UK)

The Association has been advised that shipping lines are currently seeing an increasing number of damages to wood floors and understructures of ISO Containers. One reason for this is the fact that the quality of the wood for container floors (although still in line with ISO requirements) seems to be deteriorating in new build containers. The main reason for these damages, however, is the fact that very often too heavy concentrated cargoes (not properly distributed over a wider surface area) are being loaded into the container and/or the use of forklift equipment for loading and unloading the cargo in the container that are too heavy. This mishandling could potentially result in both the risk of damage to cargo and handling equipment but first and foremost in the threat of personal injuries on the part of the people involved in the process of (un)loading the containers. Circular 2: How to Monitor Coal Cargoes from Indonesia – A checklist to help reduce the Risk of Self-heating in Indonesian Coal Cargoes (From UK)

Self-heating incidents involving coal cargoes loaded at Indonesian ports have become increasingly frequent in recent years. The problem appears to be primarily related to the nature of the coals, and may be exacerbated by the way they are handled prior to and during loading. Recommendations for the safe carriage of coal are contained in Appendix 1 of the IMSBC Code (the Code), which became mandatory worldwide on 1 January 2011. This checklist is intended as an ‘aide memoire’ for the guidance of shippers, shipowners, charterers surveyors, ships’ crews and other parties involved in the loading and carriage of cargoes of coal. The Association would like to bring to the attention of its Members the 2010 annual report that has been recently published by the Tokyo MOU on Port State Control in the Asia-Pacific Region.
