通函一：马六甲海峡和新加坡停泊禁令（From BSM）

从马来西亚航运部获悉，在马六甲海峡和新加坡的分航道通航制(TSS)和警戒区以及分航道通航区界限至港口通道区域内抛锚的船舶越来越多，这给其它船舶的安全行驶带来问题。由于船舶在非指定抛锚区抛锚，而造成的船舶碰撞和海底电缆损毁事故时有发生，因此建议船舶不要在这些区域抛锚。马来西亚海事局会密切监视非法抛锚的船舶，并会采取相应措施。对于通函提及的禁止抛锚区域’A’和’B’则严令禁止抛锚。具体请查看通函一。

Circular 1: Prohibition of Anchoring in the Straits of Malacca and Singapore (from BSM)

There has been a proliferation of vessels anchoring within the Traffic Separation Scheme (TSS) and Precautionary Areas in the Straits of Malacca and Singapore as well as between the landward limits of the TSS and approaches to the ports. These vessels pose a risk to the safety of navigation by obstructing port approaches and traffic flow. There have been several reported cases of collision incidents involving vessels as well as reports on submarine cable damage caused by such indiscriminate anchoring of vessels at non-designated anchorages along the Straits of Malacca and Singapore.
