通函一：严格控制在上海港排放压载水—中国（From UK）
考虑到上海附近水域尤其是长江及黄埔江环境敏感性问题，并保证上海的饮用水安全，上海海事局通知其将对在上海港排放压载水的船舶实施严格控制。具体参考通函一。
通函二：欧盟对科特迪瓦的制裁（From SOE）
欧盟第25/2011决议修改了第560/2005科特迪瓦制裁的决议，将限制性措施扩大到更多的个人和组织，并规定禁止向黑名单上的人或组织提供资金和资源。值得注意的是，阿比让和圣彼德港口都在黑名单上，因此如挂靠这两个港口，通过代理支付港口或其它费用即属违法。入会会员如要协会向受制裁方提供担保，则会严重影响保单责任。协会也不能替会员提供这样的担保。协会同时建议会员如果要从事科特迪瓦的商业活动,事先了解情况以及咨询协会的意见。其他的黑名单成员还包括: PETROCI, The national Petroleum Operations Company of Cote D’Ivoire, SIR (the Ivorian Refining Company), CGFCC (Coffee and Cocoa Trade Management Committee)。请参考通函二。

Circular 1: Strict control on Deballasting in Shanghai Port – China (from UK)
Considering the environmental sensitivity of Shanghai water, especially in Changjiang River and Huangpu River, and to ensure the safety of drinking water in Shanghai, it is informed by Shanghai MSA that they are now carrying out strict control over ships’ deballasting operations in Shanghai Port. Details please refer to attached circular 1.
Circular 2: Ivory Coast- EU Sanctions （From SOE）
The Association would like to bring to the attention of their Members the attached EU Council Regulation No 25/2011 amending EU Council Regulation No 560/2005 that extends certain specific restrictive measures directed against certain persons and entities in view of the situation in Cote D’Ivoire. According to recent occurrence in Cote D’Ivoire, on 8th April 2011EU has lifted sanctions against following entities: PETROCI, The national Petroleum Operations Company of Cote D’Ivoire, SIR (the Ivorian Refining Company), CGFCC (Coffee and Cocoa Trade Management Committee), Autonomous Port of Abidjan and Autonomous Port of San Pedro.
