UK协会就广东省港口发生货物短量索赔案件明显增多事宜出具有关通函,主要为南沙、广州、东莞、深圳、阳江和湛江各港口。一旦中国检疫检验局(CIQ)或货物检验报告显示货物短量超过0.5%以上,当地收货人就会主动向承运人提出索赔。

为避免潜在短量索赔,强烈建议承运人:

在装货港及卸货港与所有相关方共同进行联合水尺检验。如果装货港水尺计量发现短装,应签发船长声明,并将相关事项及时通知租家。由于外国船长和检验员之间存在语言沟通问题,因此,强烈建议承运人指派一名独立检验员参与水尺检验以避免沟通障碍。

Discharging bulk Grain and Ores cargoes in Guangdong Province

UK Club has issued a circular regarding the sharp increase for shortage claims at ports in Guangdong Province, mainly Nansha, Guangzhou, Dongguan, Shenzhen, Yangjiang, Zhanjiang in China. Local receivers file a claim actively against Carriers once cargo shortage exceeding 0.5% is discovered by China inspection and quarantine (CIQ) or cargo survey report.

To avoid potential shortage claims, Carriers are highly recommended to

Carry out a joint draft survey at both loading port and discharging port with all relevant parties. If the draft calculation indicates the short-loading at loading port, letter of protest by Master should be issued and put charterers on notice without delay. Due to language barrier between the foreign Master and CIQ, Carriers are highly recommended to appoint an independent surveyor to take part in the draft survey to avoid communication problem.
