自2006年起,国际劳工组织一直致力于设立全方位的船员工作条件最低要求。2012年8月21日是一个历史性的日子,30个国家签署了该条约。
《海事劳工公约》是继《国际海上人命安全公约》、《国际防止船舶造成污染公约》、《海员培训、发证和值班标准国际公约》之后,国际航运法律法规的第四大支柱。公约力求通过统一国际要求,实现公平竞争,提升最低标准,并对全球船东、管理人和海员招募代理在技术上、营运上和财政上提出一系列的挑战。
Marine Benefits(挪威船壳保险协会的附属机构)从一开始就始终密切关注公约的进展,现正根据公约要求,拟定全球《海事劳工公约》船员保险方案。其目标是根据会员特定需求,为他们量身定做保险方案,以实现尽可能的高效和有益。

Maritime Labour Convention will go into effect in 12 months
The seafarer’s bill of rights received its final two required ratifications this week and will go into effect in 12 months. Ratification by Russia and Phillippines fulfills the requirement of at least 30 ILO member countries ratifing the convention.
Since 2006 The International Labour Organization (ILO), has worked to establish minimum requirements for almost all aspects of working conditions for seafarers. 21. August 2012 was an historical date, when the 30th country signed the treaties.
The MLC is the fourth pillar of maritime regulation covering international shipping, in line with SOLAS (Safety of Live at Sea), MARPOL (Prevention of Pollution from Ships) and STCW (Training, Certification and Watchkeeping of Seafarers). In order to achieve a level playing field and lift the minimum standards through uniform international requirements the Convention will impose a number of technical, operational and financial challenges on shipowners, managers and recruitment agents worldwide.
Marine Benefits (subsidiary of Norwegian Hull Club) have been monitoring the situation since the early days of the Convention, and are working to develop a global MLC crew insurance solution compliant with the requirements of the Convention.
