UPDATE – 21 September 2022
On 19 September 2022 the EU further amended its FAQS clarifying the application of provisions relating to the carriage of certain cargoes from Russia, including coal and other solid fossil fuels as well as certain types of fertilizer. Contrary to the position taken by the EU in August, the FAQs now make it clear that the transport of coal and certain specified goods in Annex XXI of Council Regulation 833/2014 (and related insurance) is in fact not prohibited when the goods are being carried to third countries. The relevant amended FAQs are set out below. Changes marked in italics:

2022年9月19日，欧盟发布最新修订的常见问题解答FAQS，对来自俄罗斯的特定货物（包括煤 炭、其他固体化石燃料，以及特定类型的化肥）运输相关的制裁规定的适用作出了澄清说明。这与欧盟在8月份采取的立场截然相反，FAQS现在明确指出，并不禁止运输理事会条例第833/2014号附录Annex XXI下的煤炭和某些特定货物至第三国（以及相关保险）。相关修订的FAQS如下，最新变更已用斜体标记：
