继协会第889号公告后，国际海事组织(IMO)发布一份通函，特准排放含有对海洋环境有害(HME)物质的洗舱水。
国际海事组织发布第 MEPC.1Circ.810号通函，在2015年12月31日前，若港口不具有充分港口接收设施，特准船舶可排放含有对海洋环境有害物质和货物残余物的洗舱水。

Update to MARPOL Annex V
Following Bulletin 889, the IMO has released a Circular which provides dispensation for discharging wash water containing HME.
The IMO Circular, MEPC.1 Circ. 810, provides dispensation for ships to discharge cargo wash water and residues which contain materials classed as Harmful to the Marine Environment (HME) until 31 December 2015 where Adequate Port Reception Facilities are deemed to be inadequate.
