澳大利亚海事安全局(AMSA)向停靠澳大利亚港口船舶发出海事通知,内容涉及船上电子海图显示和信息系统的配备、合规和使用。
为符合2012年7月1日生效的强制使用电子海图的新规定,澳大利亚港口国控制当局对此作何考虑,本通函就该问题向船东和船员提供指导和说明。
强制配备ECDIS的时间跨度为六年,自2012年7月起,第一批船舶类型(3,000总吨以上的新油船和500总吨以上的新客船)实施新规,最晚于2018年7月,最后一批船舶类型(现有10,000总吨以上的货船)实施新规。下表(图1)列出了不同船舶类型实施新规的时间。

Guidance on ECDIS for ships calling at Australian ports – Australia
The Australian Maritime Safety Authority (AMSA) has issued a Marine Notice concerning the carriage, compliance and usage of ECDIS onboard ships calling in Australian ports.
The notice gives guidance and clarification to Ship Owners and Crew on what Australian Port State Control will consider to be in compliance with new regulations for the mandatory carriage of ECDIS which entered into force on 1st July 2012.
The timetable for mandatory carriage of ECDIS is spread over six years, with the rules applying to the first ship types (new tankers over 3,000GT and new passenger ships over 500GT) from July 2012, with the final ship types (existing cargo ships over 10,000GT) in July 2018. The below table (Fig. 1) shows the entry date for different ship types.
