CHN据《防止船舶污染国际公约》（MARPOL）附则V之修订，船舶垃圾包括货物残余及洗舱废水。有鉴于此，此类垃圾应依《船舶垃圾管理计划》之规定进行管理及记录。MARPOL 附则V 之新修订自2013年1月1日起生效实施。
就MARPOL附则V第1.2 条规定的货物残余，如认定为”有害” ，则应禁止直接向海洋排放。这不包括清除垃圾后表面覆盖的尘灰，除非清除过程中使用了”有害” 清洁剂或添加剂。

Control of Bulk Cargo Residues
Under the revised MARPOL Annex V regulations cargo residues, including cargo hold wash water, are included under the definition of Garbage in MARPOL Annex V. As such, they must therefore be managed and recorded as part of the Garbage Management Plan. The new revisions of Annex V entered into force on the 1st January 2013.
Any cargo residue, as defined by Annex V Regulation 1.2, is not permitted to be discharged into the marine environment if it is classed as “harmful” . This does not include dust from surface areas after sweeping unless “harmful” detergents or additives are used.
