BIMCO Guidance on the Rules for the Use of Force
GUARDCON Explanatory Notes
GUARDCON
Members are referred to BIMCO’s GUARDCON contract for the employment of security guards on vessels (GUARDCON), published on 28 March 2012.
The decision as to whether to employ guards (whether armed or unarmed) is an operational one for Members. In making that decision Members must always comply with Flag State law as well as any applicable local laws. Members are also reminded of their obligation to follow the due diligence principles set out in IMO MSC Circular 14051 and recommended to comply with Best Management Practices (currently Version 4, August 2011). Members of North of England may also continue to benefit from the North/Gray Page Armed Maritime Security Vetting Programme when evaluating the suitability of potential Armed Guards.

波罗的海国际航运公会发布《船上武装护航人员雇佣合同》
会员可以参考波罗的海国际航运公会(以下简称BIMCO)于2012年3月28日发布的《船上武装护航人员雇佣合同》(GUARDCON)
是否雇佣护航人员(武装或非武装)由会员自行决定。在作此决定时,会员必须始终遵守船旗国法律,以及任何适用的属地法。协会提醒会员注意,会员有义务遵循IMO MSC Circular 1405中提及的恪尽职守原则,并建议会员遵守《最佳管理方法》(Best Management Practices以下简称BMP)(目前最新为2011年8月第四版)。北英保赔协会的会员在评估武装护航人员候选人的适用性时,仍可继续参照《武装护卫审核程序》的North/Gray页面。
