There have been many cases in Argentinean ports recently involving large Custom fines imposed due to discrepancies between the declared figures and the figures established by draft surveys, shore scale and inspections on board. Some cases relate to shortage of cargo discharged, others to duplicate declarations of lube oil – all resulting in fines of several hundred thousand US dollars.
Upon vessels’ arrival in Argentina all stores and provisions, cargo and bunkers on board must be declared during Customs clearance. Not doing so constitutes a breach of Customs regulations and may be subject to substantial fines. This is not a new problem and we refer to Gard’s Loss prevention Circular No.13-10 of December 2010.

阿根廷海关罚款
近期，阿根廷港口发生多起海关强制高额罚款的案子，原因是申报数量与水尺计重、岸上称重及船上核查数量之间不符。有些案件涉及短卸货物，另一些则是涉及润滑油重复申报——都导致几十万美金的罚款。
船舶挂靠阿根廷，在清关时必须申报所有物料和供应品，船上货物和燃油。否则将违反海关规定，并遭致高额罚款。这并非是一个新问题（请参阅本协会2010年12月第13-10号防损通函）。
