本通函旨在通知各会员国际保赔协会已批准使用名为E-title Solution的无纸化交易系统。2010年2月之前，国际保赔协会明确排除，诸如无纸化电子交易系统等的所有电子交易系统下产生的相关货物运输责任，这些责任在“通常”的纸质文件系统下不会产生，例如使用可转让的纸质文件。
自2010年2月20日起，在事先得到协会认可的情况下，这种电子(无纸化)交易系统下产生的相关货物运输责任包含在协会承保范围内。除此前经国际保赔协会认可的两个系统Electronic Shipping Solutions (ESS)和Bolero International Ltd (Bolero) 继续准予使用外，E-title solution亦通过国际保赔协会审核，加入电子(无纸化)交易系统之列。

E-title solution – Electronic (Paperless) Trading Systems
This Circular is to inform Members of the approval by the IG Clubs of the E-title solution. Until February 2010 the Rules of all of the IG Clubs specifically excluded liabilities in respect of the carriage of cargo under all electronic, i.e. paperless, trading systems to the extent that the liabilities under such systems would not have arisen under a ‘normal’ paper system i.e. one using transferable paper documentation.
From 20 February 2010, liabilities arising from the carriage of cargo under such systems were covered, provided that the system had first been approved by the Club. The first two systems approved by the Club were those administered by Electronic Shipping Solutions and by Bolero International Ltd. Both those two systems continue to be approved. In addition, the E-title solution can now be added to the list of approved electronic i.e. paperless systems.
