欧盟已于2011年1月1日对前往或途径欧盟港口的所有货物强制执行 “舱单提前申报” 的规则，适用于全部27个欧盟成员国。新规则与美国实行的预配仓单（AMS）相似，协会就新规则的适用范围、责任划分尤其是不同租船合同下的责任划分进行解释并给出意见。

EU Advance Cargo Declaration
The EU Advance Declaration Regime (the “New Regime”) entered into force on 1st January 2011. The main purpose of the New Regime is to increase the security of EU Member States through monitoring the movement of goods arriving, leaving or transiting the EU. This circular brings some important points of the New Regime to members’ attention and advise their comments accordingly.
