In this circular, we would like to alert shipowners and charterers about the carriage of the Zinc-rich by-products originated from Bar, Montenegro because of the recent incidents arising from the concentration of moisture of this product.

Shipowners and charterers should be aware that Zinc-rich cargo can fall into Group “A” cargo in the IMSBC Code. If the moisture content of the Zinc-rich cargo is higher than the Transportable Moisture Limited (TML), the vessel will be required to carry out a full discharge at the loading port or an intermediate port (or more accurately a port of refuge) in order to dry the cargo to an acceptable level. But this action may give rise to a dispute of hire.

Shipowners and charterers are recommended to seek detailed advice from Clubs prior to loading cargoes of Zinc, Zinc Ore, Zinc Oxides, Zinc concentrate or Pyrites from Montenegro.

鉴于最近几起来自黑山共和国巴尔装运富锌副产品的水分含量超标而引起的事故,在此,我们想提醒船东及租家在运输该货物时应注意的事项。

船东及租家应该注意,富锌副产品在《国际海运固体散货规则》中可被视为A类货物。如富锌副产品的含水量超过了适运水分限量的话,保赔协会将会要求船只在装港或在中途进入一避难港卸载所有货物,干燥货物直至达到可接受的标准为止。但请留意这可能会引发一连串的租约纠纷。

因此,船东和租家应在计划从黑山共和国承载含锌货物、含氧化锌货物、精炼锌或硫化铁矿前咨询保赔协会获取详细的建议。
