It is a common occurrence steel cargoes which have surface rust and damage are usually presented for loading.
It is a rule of all P&I Clubs the shipowner must carry out a steel pre load survey, otherwise Club cover would become prejudiced. Rust and or damage is usually noted during survey and mates receipts accordingly claused.
Market conditions force the shipowner to usually issue clean bills of lading despite the mates receipts are claused.
