01-11 Damage to cargoes of wind turbine blades
Due to the increasing number of shipments containing wind turbine blades, Gard has been involved in a number of cases of alleged damage to turbine blades stowed both on and under deck recently. Poor welding of stoppers, handling of the blades during loading/discharging and poor stowage are the main causes to the damages. The purpose of this loss prevention circular is to provide information on the risks involved and increase the awareness needed when handling turbine blades.

防损公告：防范运载风力涡轮机叶片易引起的货损
随着风力涡轮机叶片运输量的增加，GARD保赔协会最近接到多起船舶在运载风力涡轮机叶片过程中由于货损而引起的索赔案件。引起货损的主要原因包括：定位焊接点不牢固，装卸过程操作不当，积载差和/或固定不充分等。发生货损的涡轮机叶片既有甲板货，也有仓内货。协会特别提醒船东注意运载该类货物的注意事项， 比如：
- 应该在货物委托书上注明重量、包装方式，尤其是单件货物的重量、尺寸规格、可叠放的最高高度等；
- 应充分考虑到强风会增加装卸作业的困难度，容易造成货损；
- 货物绑扎和加固要考虑恶劣天气如大浪引起的强外力作用。
因此协会提请会员提高防损意识，注意装卸、积载、加固的责任划分，如果会员对这些操作负有责任，则应考虑聘请有资质的检验员来验证所有的操作符合规定。如果是甲板货，则需明确地在合同中注明。船舶的《货物系固手册》应该得到船旗国相关部门或相应船级社的批准。具体请见GARD协会通函。如有任何问题请跟我们联系！
