A new regulation on ship emission control areas of the Pearl river delta, the Yangtze river delta and Bohai sea waters was issued by the Ministry of Transport of P.R.China.

The new rules provide that:

  • 1 January 2016, the ports in the control areas may make their own rules and require ships that berth at these ports to use bunker with sulphur no more than 0.5%mm.
  • 1 January 2017, all ships berthing in the main ports of the control areas ( except the first and the last hour of the berthing period) shall use bunkers with sulphur contents no more than 0.5%mm.
  • 1 January 2018, all ships berthing in the ports of the control areas shall use bunkers with sulphur contents no more than 0.5%mm.
  • 1 January 2019, all ships entering into the control areas shall use bunkers with sulphur contents no more than 0.5%mm.

Before and by 31st December 2019, pending the outcome of further assessment, it is to be decided whether more strict rules will be applied, including, using bunkers with sulphur contents no more than 0.1%mm, and expand the control area, etc.

《珠三角、长三角、环渤海(京津冀)水域船舶排放控制区实施方案》

交通运输部日前印发《珠三角、长三角、环渤海(京津冀)水域船舶排放控制区实施方案》。

《方案》要求,

  • 自2016年1月1日起,排放控制区内有条件的港口,可以实施高于现行排放控制要求的措施,包括船舶靠岸停泊期间使用硫含量不高于0.5%的燃油。
  • 自2017年1月1日起,船舶在排放控制区内的核心港口区域靠岸停泊期间(靠港后的一小时和离港前的一小时除外),应使用硫含量不高于0.5%的燃油。
  • 自2018年1月1日起,这一要求扩大至排放控制区内所有港口内靠岸停泊的船舶;
  • 自2019年1月1日起,扩大至进入排放控制区的所有船舶。

2019年12月31日前,我国将在评估实施效果的基础上,进一步确定更为严格的控制措施,包括船舶进入排放控制区使用硫含量不高于0.1%的燃油、扩大排放控制区地理范围等。
