The export of nickel ore from the Philippines has in the last 10 years been on a major scale. The majority of the ore is mined in the south of the Philippines around an area called Surigao, then being shipped to China the main consumer who appears to have an insatiable appitate for it. Indeed China’s interests in the Philippine nickel ore deposits extends to Chinese investors actively being part owners of the facilities. The shear scale of the operation (millions of tonnes per year) has now attracted the attention of the Philippines government which realised that due to some “exotic” operations in regards to export tax and over subscription on mining permits that a huge revenue to the country has been lost.

In order to address this a House Bill appears to be being “fast tracked” the Bill is entitled;

过去10年,菲律宾镍矿出口持续扩大。大部分镍矿从菲律宾南部苏里高附近地区开采,之后运往主要的消费国——中国,似乎中国对镍矿的需求永远得不到满足。事实上,中国对菲律宾镍矿储量的关注持续发展,目前中国投资者正积极成为矿产所有人。每年几百万吨产量的大规模操作,也引起了菲律宾政府的关注。菲律宾政府意识到,在出口税和过度签署开采许可方面的一些“外来”经营因素,给菲律宾国家收入造成了巨大的损失。

为解决这个问题,一项众议院议案正进入“快速通道”。
