Cargo shortage
Cargo shortage claim is commonly found at the largest exporting port of fertilizer of Yantai, China. Normally, the B/L quantity is ascertained by the draft surveys that arranged by shipper. If shipper’s surveyors tend to over-protect shipper’s interests by taking the advantages of their local resources, the B/L quantity may not reflect the actual loaded quantity.

Shipper and owners’ surveyor may have disputes over seawater density, the readings of draft survey and the soundings of ballast water during draft survey. In case an agreement cannot be reached upon completion of loading regarding the loaded cargo quantity, then vessel may be shifted to anchorage by port authority and awaited for the result of negotiation among parties concerned, the vessel’s schedule may be affected and time loss may therefore be incurred.

在中国装载化肥货物的常见问题和防损建议

货物短量
货物短量是目前在中国最大的化肥出口港——烟台港装载化肥货物最经常遇到的问题。散装化肥的提单数量通常以托运人安排的水尺检验数量为准。如果托运人的检验人利用本地优势,在水尺计量时过度维护发货方利益,则可能产生提单数量与实际装船数量不相符的情况。

在水尺计量时,托运人委托的检验员和承运人委托的检验员容易就海水密度、水尺读数及压载水数据等的采用产生争议。装船完成后,如果托运人与船方就装船数量无法达成一致,则船舶将可能被港务局移至锚地等待后续相关方协商解决,从而造成船期延误以及船期损失等。
