We frequently encounter difficulties with Chinese insurers whose views on insurer’s indemnity under the Hull policy differs from international practice. One common difference of opinion relates to what is the reasonable cost of repair.
Chinese insurers usually hold the view that insurers should indemnify the lowest or cheapest cost of repair, this being the reasonable cost of repair. This is not correct.
The difficulty usually emanates from the insurer’s appointed surveyor trying to prove their worth to insurers by endeavouring to find any reason to reduce the cost of repairs. The insurer’s surveyor should be instructed by insurers to act independently whereas the difficulties with Hull claims with Chinese insurers are due to the surveyor believing they are acting for insurers and their job is to cut down the cost of repairs, purely out of self interest that by cutting down the cost, they have done a good job for insurers and will increase their chances of future appointments.

合理修理费用

国内保险公司通常认为,保险人应赔偿最低或最便宜的修理费用,这就是合理的修理费用。这个观点是不正确的。
问题的根源在于,保险人指定的检验员为了证明他们对保险人的价值,会尽力寻找理由降低修理费用。保险人的检验员由保险人指定,但检验员应该是独立行事的第三方。不过,国内保险公司的检验员认为他们是在为保险公司做事,他们的工作就是减少修理费用,并且是纯粹的从自身利益出发减少费用,保险人会因此认为他们工作干得不错,从而增加未来合作的机会。这一点是处理国内保险人船壳理赔会遇到困难的根本原因。
