Hong Kong Marine Department recently issued a notice of “Safe Handling of Cargo at Sea”, content of which is cited below, to highlight that proper training and awareness should be imparted to persons involved in container cargo operations.

- The Chief Officer of a river trade vessel was hit by a container and fell to the cargo hold bottom when he was trying to push the container lowering into a slot. He was later certified dead at the hospital.
- The investigation revealed that the Chief Officer was not aware of the “dead spot” developed during cargo operation and stayed in the “dead spot” without knowledge.
- To avoid recurrence of similar accidents, the attention of owners, Masters and persons in charge of all vessels are drawn to the following important advice:
All persons involved in cargo operations must not stay in a “dead spot” where there is no safe means of escape or the means of escape is difficult to gain access to.

Owners/managers are recommended to kindly remind their ship staff regarding the dangers that they may be exposed to by failing to take notice of the above points.

集装箱安全操作
香港海事处最近发出”安全处理海上货物”的通知,强调集装箱货物操作人员应具备良好的训练和安全意识,内容如下:
- 某内河运输船舶的大副在试图把集装箱推到较低的货柜储位时,被集装箱砸到并跌落货仓底部。他被送入医院后经抢救无效身亡。
- 调查表明该大副不了解货物操作中的”盲点”并身处”盲点”而不自知。
- 为避免再次发生类似事故,船东、船长和各类船舶的负责人应注意以下意见:
所有涉及货物操作的相关人员切勿在无法或难以安全逃离的”盲点”区域停留。
我们建议船东和船舶管理人员提醒他们的船员如果没有遵守以上意见而可能导致的风险。
