We learned from a reputable P&I club that, the trend for mooring incidents has increased in the past ten years, especially those involved non-deck crew and cadets. The association advised following measures should be adopted by senior officers to prevent mooring incidents.
1. All persons participating in mooring operations should be properly trained.
Where a person is being trained, or is new to mooring operations, (e.g. cadets) they should be supervised by a competent person. Sufficient crew should be in attendance to carry out the operation sagely and to allow for adequate supervision.
2. Any personnel not directly involved in the operation should be instructed to leave the mooring area. The behavior that crews go on deck to the mooring area when arriving in a new port or casting off should be strictly prohibited.
3. We believe that the proper supervision and guidance would protect the crew from the mooring incidents effectively.
