We have introduced the issuance of Normative Instruction 1356/13 in our circular dated 19th June 2013. The Normative Instruction 1356/13 started from May 6th, 2013, the Brazilian Customs Authority has indicated that cargo receivers are no longer required to submit the original Bill(s) of Lading in order to obtain the release into their custody of cargo in bonded spaces.
In respect of the above Normative Instruction and inquiries from some Owners, we consulted with the Club’s Brazilian correspondents and got the following advice related to delivery of cargoes.

我们在2013年6月19日的通函中向大家介绍了巴西海关发布的1356/13号规范指令，从2013年5月6日开始，收货人无须再提交正本提单以获得保税场所货物的放货。
根据以上有关规范指令以及一些船东提出的问题，我们咨询了协会巴西方面的通代，并得到以下关于船东放货的建议。
