Delivery of cargo without bills of lading

In accordance with Venezuelan customs practice, cargo interests are allowed to take delivery of cargo without production of bills of lading, subject to a guarantee of Bolivares 1,000,000 (US$11,000) to deliver the bills within 30 days.

It is important this practice places the owners at a high risk of being defrauded as a US$11,000 guarantee is not sufficient in any case of wrongful delivery and this risk does not fall under P&I Club cover.

In all situations, the P&I Club must be consulted if any cargo is to be delivered to customs or port agents in Venezuela.
