2016年东京、黑海和印度洋备忘录成员国的集中大检查旨在对《国际海上人命安全公约》相关内容，以及关于货物安全积载和系固实施规程及措施指南的遵守情况进行检查。同时，集中大检查对今年7月1日生效的强制检验集装箱重量的要求也具有重要意义。
根据《国际海上人命安全公约》第六/七章及《货物积载和系固安全操作规则》的规定，包括集装箱在内的货物单元，整个航程中的积载和系固均应遵守经审批的《货物系固手册》。

Port State CICs in 2016 – Tokyo, Black Sea and Indian Ocean MoUs
Their CICs for 2016 are aimed at verifying compliance with the relevant parts of SOLAS and related guidelines concerning procedures and measures in place for the safe stowage and securing of cargo. The CIC will also be important in light of the mandatory container weighing requirements that came into force on 1 July 2016.
In accordance with SOLAS Chapters VI/VII and the Code of Safe Practice for Cargo Stowage and Securing (CSS Code), cargo units, including containers, shall be stowed and secured throughout the voyage in accordance with an approved Cargo Securing Manual.
