通函一:印度季风季装运印度铁矿粉的注意事项(From SOE)

2011年的印度季风季即将开始,协会特别整理了本通函,旨在提请会员注意运载铁矿粉的风险。印度航运管理总局于2010 年8 月27 日颁布的第9号商船公告目前已列入印度法律,成为新的《货物运输条例》中的一部分。而《散货规则》是根据《1974 年海上人命安全公约》(以下简称为”SOLAS 1974″)及其议定书提出的,现已并入1958 年印度商船法(修订本)。《散货规则》规定了国际公认的固体散装货物安全储存和运输规则,包括易液化货物,如铁矿粉等。此规则已于2011 年1 月1 日该规正式生效,成为国际公认的强制性措施。具体请查看通函一。

通函二:海盗:策略的变化-西非(From UK)

协会希望会员留意海盗在西非海岸外的活动和采取的策略产生了令人担忧的变化。西非海盗对他们的商业机会似乎表现得更为深入,他们正转而从油轮上大量地盗窃油类货物。同样令人担心的是这些海盗行动范围的扩大。具体请查看通函二。

Circular 1: Requirements for loading in India of Iron Ore Fines during Monsoon Season (from SOE)

During the course of last year we issued to Members a number of Loss Prevention Notices regarding the loading of Iron Ore Fines and the risks associated with cargoes that may liquefy. With the on-set of the south-west monsoon season due again shortly we consider it prudent to re-issue a consolidated advice, as the problems have not gone away and that there will always be risks associated with the carriage of iron ore fines with a moisture content that exceeds its Transportable Moisture Limit. Details please refer to attached circular 1.

Circular 2:  Piracy: A Change of Tactics – West Africa (from UK)

Members should be made aware of a worrying change in motives and tactics adopted by Pirates off the West African coast. It seems the commercial opportunities of piracy have manifest themselves a little deeper in the West African pirates who are now turning to wholesale theft of oil cargoes from tankers. Also worrying is the increased range of activity of these pirates. Details please refer to circular 2.
