Recently, a shipment of bagged Sulphur (UN4.1 flammable solid, UN 1350) in over 100 containers shipped from St. Petersburg, Russia and thereafter transshipped to Hamburg, were found improperly secured and packaged by the Port States Control Authorities. Re-packaging according to IMDG Code for the whole shipment was requested.
Certainly, appropriate packaging is vital in safely transporting dangerous goods. The IMDG Code is based on the philosophy that securely contained dangerous good pose little, or acceptable risk, during transport. The Code covers matters such as packing, labeling, stowage, segregation and handling, and emergency response. If dangerous cargoes are in Cargo Transport Unit, IMO/ILO/UN ECE Guidelines for Packing of Cargo Transport Unit (CTUs) has to be referred.
Consequently, improper securing and packaging of cargo would cause substantial outcomes such as damage to ships and other cargoes. P&I Clubs have guidebooks which provide basic safety guidance for parties engaged in all the stages of preparing dangerous goods for carriage by sea.

最近,一批超过一百个集装箱的袋装硫磺由俄罗斯圣彼德堡出发,经汉堡进行转运作业时,被港口管制当局发现货物未有适当地包妥,而被要求根据《国际海运危险货物规则》重新包装。
毫无疑问,适当的包装对于运载危险货是非常重要的。《国际海运危险货物规则》涵盖对危险货的包装、标示、装载、隔离与处理以及紧急应对方面作出了指引。这一切是希望在运输过程中,运载的危险品只构成低风险或可承受的风险。如危险货是装载于货物运输单元,便要根据, IMO/ILO/UN ECE Guidelines for Packing of Cargo Transport Unit (CTUs)处理。
未有适当系固和包装的货物会导致不同的后果,如对船只或其他货物造成损害。协会有提供安全指南予准备运载危险货的各方参考。
