" Civil liabilities " must be covered by P&I

We have experienced with a client shipowner that the port authority at ports in Ukraine now require to see a copy of the P&I entry certificate to confirm the insurance covers 'civil liabilities.' We understand a copy of the P&I entry certificate is sufficient for the moment, although we recommend all owners to place on board with the master an original P&I entry certificate for completeness.
