Mass flow meters to be used from 2017

The background

Members are advised that following a decision to mandate the use of mass flow metering system (“MFM”) for bunkering, the Port of Singapore will be the first in the world to make this decision which should be welcomed by shipowners and charterers alike. The announcement was made by the Minister for Transport at the recent bunkering symposium of Singapore maritime week 2014.

The Association has previously addressed the issue of possible problems during bunkering operations, especially with respect to possible problems over ascertaining whether the quantity ordered is actually being delivered.

The use of mass flow meters significantly improves the ability of both vessel and bunker barge to be certain about the actual quantity of bunkers being delivered. This reduces the scope for disputes for all concerned, owners, charterers and suppliers.

Singapore is one of the world’s main bunkering ports and this development is of real advantage to owners and charterers seeking to fuel vessels calling at or passing through. According to the MPA, in 2013 sales volumes in Singapore were 42.7 million tons, which is very significant.

The changes

As of 1 January 2017 it will be mandatory for bunker suppliers to use the MFM system for the delivery of marine fuel oil in Singapore. All existing suppliers will have to have ensure that MPA approved system are installed by 31 December 2016. The MPA will support the industry in this change-over period with grants to existing suppliers making the switch.

Any new bunker vessels applying for a license after 31 December 2014 will also need to have such system fitted.
