The Nigerian immigration authorities are currently enforcing rules which require valid visas for all cadets, supernumeraries (wives/children of crew members on board), passengers and supercargoes on vessels entering the country's territorial waters. The rule applies to all vessels in Nigerian waters, including those loading/discharging at offshore terminals and whose crews do not intend to disembark on shore leave. It is presently being enforced in several ports and terminals in Nigeria, including Bonny. The penalty for failing to meet the requirements is $2,000 per person.
