You may be aware that for foreign flagged vessels 100 GT and above entering or leaving Japanese waters and its Exclusive Economic Zone (EEZ), the current practice is to apply for a MLIT Certificate using MMIA’s Certificate of Entry (COE). You may also be aware that you can apply for a Bunker Convention Blue Card and/or a Wreck Removal Convention Blue Card from MMIA and use these Blue Cards to exchange for a Bunker / Wreck Removal Convention Certificate from a signatory flag state.
Effective from 1st October 2020, following Japan’s accession to the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001 (“Bunker Convention”) and the Nairobi International Convention on the Removal of Wrecks, 2007 (“Wreck Removal Convention“), the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan has amended its laws on Liability for Oil Pollution Damage and Removal of Wrecks.

燃油和残骸清除公约正式对日本生效
会员应该知道,吨位超过100GT的外籍船只在进入或离开日本水域及其专属经济区(EEZ)时,目前的惯常做法是用协会的入境证书申请MLIT证书。当然,会员还知道,向协会申请燃油公约蓝卡和/或残骸清除公约蓝卡,并使用这些蓝卡从船旗国换取燃油/残骸清除公约证书。
从2020年10月1日起,《2001年国际燃油污染损害民事责任国际公约》(简称“燃油公约”)和《2007年内罗毕残骸清除国际公约》(简称“残骸清除公约”)正式对日本生效,日本国土交通省(MLIT)修订了其关于油污损害责任和沉船残骸清除的法律。
