Port State Control authorities in the Paris MOU region refused access to more ships in 2017 than the previous years: 33 bans compared to 21 in 2016 and 11 in 2015.
Refusal of access of ships
The latest annual report from the Paris MOU describes the high number of ships that have been refused access to the region over the past three years as “alarming”. Refusal of access (banning) has been used 65 times since 2015, and the 33 cases in 2017 is an all-time record. While “multiple detentions” has been the main cause of ships being banned, “failing to call at an indicated repair yard” has also been reported as a common cause. In 2017, several ships were banned a second time after multiple detentions, resulting in a minimum banning period of 12 months.
